Empire City: 1931

Overview & History

Developed by SEKO and released in coin-op arcades in 1986 by Taito, Empire City: 1931 drops players into a gritty, Prohibition-era underworld heavily inspired by classic gangster cinema. Set in Chicago during the height of mob rule, the narrative follows an elite, fearless vigilante determined to dismantle the sprawling criminal syndicate led by the notorious boss, "Don." Unlike standard side-scrolling beat-'em-ups of the era, this game pioneered a distinct pseudo-3D perspective and gallery-shooter hybrid mechanic. Players peek out from behind cover—such as brick walls, parked cars, and alleyway dumpsters—as enemies flood the screen from dynamic vantage points, firing submachine guns, throwing Molotov cocktails, and dodging behind urban obstacles. Its gritty atmosphere, punctuated by dramatic screen-flashes and period-appropriate jazz-infused suspense themes, made it a memorable, albeit brutal, quarter-eater in arcades worldwide.

Gameplay Features & Mechanics

The core gameplay loop revolves around precision timing, quick reflexes, and spatial awareness. Players operate from a fixed foreground perspective, shifting left and right across cover zones while aiming a crosshair to eliminate waves of mobsters occupying multi-story tenement windows, rooftops, and street corners. The character's primary defensive maneuver is ducking behind cover to avoid heavy tommy-gun fire, but players must quickly rise to return shots before enemy countdown timers expire and lethal projectiles strike. Ammo management is critical, as manual reloading leaves the protagonist momentarily vulnerable. Boss encounters push these mechanics to the limit, requiring players to memorize attack patterns, neutralize bodyguards first, and exploit momentary gaps in the mob boss's heavy armor while managing a strict time limit per stage.
